Update July 2017 and Recap: The Iraq Collateral Damage is posted anew below.  The other one had been removed by Youtube.  Please watch and listen to the video below to understand about this war crime.   This is the video that was freed to the public by Bradley (Chelsea) Manning and Wikileaks.  Additional updates since 2013 are that Bradley Manning is now called Chelsea Manning and has been freed from prison on order of former President Barack Obama.  Jeremy Hammond was sentenced to 10 years in prison.  Barrett Brown was sent to prison on a plea deal.  While in prison, he wrote magazine articles and won a prestigious writing award.  He is now out of prison and writing a book.  Julian Assange is still living in the Ecuadorian Embassy in London and there is said to be a secret indictment against him in the U.S.

People close to Julian Assange have asked me to try to help spread the word about his situation. I have found that most people don’t seem to know who Julian is or why they should care.  I will explain the connections of the main players and the very basics:

Julian Assange is an Australian journalist, internet activist, and programmer. He founded WikiLeaks, a ground-breaking website that publishes documents, often documents obtained by hackers or classified documents obtained by other means.  The documents show truth of what our governments are doing.  The mission is to give people truth and transparency about their governments.

Bradley Manning is a U.S. Army soldier.  He was working as a computer analyst.  There was an absolutely horrific war crime committed by U.S. soldiers against civilians in Iraq.  Iraq is the nation in the Middle East that the U.S. invaded in 1990 and then again in 2003.

The war crime can be seen in the video below on this page.  PLEASE WATCH THE VIDEO BELOW.  The video is of a gunner in a helicopter over an Iraq suburb claiming that people on the ground are armed with AK-47s and shooting, and he asks to “engage” them, meaning kill them. In fact, there are no AK-47s or anything that looks like an AK-47.  There are two men carrying camera bags that look like camera bags.  They were photographers.  After all those people were shot, a family in a van drives up and tries to assist them, and they are also killed. 

The motive of the soldiers in this horrific killing have never been publicly revealed.  Was the gunner hallucinating? Was he on drugs? Was he suffering from PTSD that made him  so fearful of a camera bag that he would kill many people? Or was it malice?  His laughter and enjoyment and blatant lies make this look like malice and a war crime.

Bradley Manning, the U.S. Army computer analyst, allegedly put the video, encrypted, onto a CD labeled “Lady Gaga songs,” and sent it to WikiLeaks.  Anonymous, the hacker collective, allegedly decrypted the video, and WikiLeaks posted it on its website. 

The revelation of these shocking killings from a helicopter led to a hasty end to the war in Iraq.  However, instead of prosecuting the soldier who lied and killed all these people, or admit the U.S. had no business waging war in Iraq, the U.S., in particular U.S. Secretary of State Hillary Clinton, focused their attack on Julian Assange and Bradley Manning. 

Bradley Manning is on trial in a Court Martial procedure.  He has been held in solitary confinement in torture conditions for two years as of this writing. 

Julian Assange has been on house arrest in the UK.  The U.S. is trying to extradite Julian Assange to Sweden and then to the U.S. to make him answer for a secret indictment.   Please note that the extradition to Sweden is not for any crimes, but for questioning in two rape allegations, which are situations where the women have stated the FBI questioned them in manipulative ways and they disagree with rape charges against Mr. Assange. Mr. Assange has stated he has agreed to be questioned over the phone, which is allowed under Swedish law, but this has not been done.   Likely, if he is extradited to Sweden, he will then be extradited on to the U.S. to face a secret indictment that awaits him, which is explained below.  It has been reported, as if May 30, 2012, that U.S. Secretary of State Hillary Clinton will arrive in Sweden on June 4, presumably to take custody of Mr. Assange.  Other reports state the U.S. FBI has been questioning Europeans over the past few weeks, trying to build a case against Mr. Assange. (Update June 19, 2012 Julian Assange is apparently in the care of the Ecuadorian Embassy in London, seeking asylum, and potentially planning travel to Ecuador.)

The decision whether to allow extradition to Sweden was made by the UK Supreme  Court early this morning (May 30, 2012) in London. The Court voted to allow extradition of Mr. Assange to Sweden, stating that their current rules do not allow them to consider the charges against Mr. Assange, but merely must give authority to a European Judicial Authority, the Swedish prosecutor.  After the ruling, Mr. Assange's lawyer stated to the Court that their ruling was made upon referral to the Vienna Convention, which was not argued by either side in Court, and therefore, she asked for 14 days to apply to reopen the case.

UPDATE June 16, 2012: That appeal was denied, with the UK Supreme Court refusing to reopen the case, thus opening the way for Mr. Assange to be extradited to Sweden    However, Mr. Assange's barrister plans to appeal to the European Court of Human Rights.  I think there is a chance  they could rule in his favor, as he has not been charged with any crime and has been held on house arrest for well over a year.   (Update: After these rulings, Mr. Assange took refuge in the Ecuadorean Embassy in London and has been there since.)

Jeremy Hammond, a 27 year old hacker and political activist from Chicago, allegedly hacked the website and emails of Stratfor, a private company in Texas that is allegedly hired out by the U.S. to commit spying acts against U.S. citizens in violation of the official U.S. Department of Justice rules on infiltration in citizen groups.  (You can download those rules HERE) Jeremy Hammond is a young man who hacked on a laptop in his little house in Chicago’s Bridgeport neighborhood that he shared with many young activists.  Jeremy Hammond is likely the world’s most gifted and proficient hacker, and his list of alleged hacks is extensive and impressive.  His work was politically motivated.

The hacked emails from Stratfor revealed that Stratfor spies had been hired to infiltrate Occupy camps and groups.  The emails also revealed that a secret Grand Jury had been convened and a secret indictment against Julian Assange exists. 

Jeremy Hammond (Anarchaos), founder of the hacker training website called Hack This Site,   was arrested after being outed by Sabu, whose real name is Hector Monsegur, a relatively unskilled hacker with the group LulzSec.  Sabu, an unemployed father of two living in public housing in New York City, was arrested and quickly turned FBI informant.  While under FBI control, Sabu was doing low level hacks, tweeting hints that he had turned, and engaged in entrapping his online compatriots by urging them to “work with” him on various politically meaningless hacks.  The FBI raided Jeremy Hammond’s  Chicago house and arrested him.  Mr. Hammond was extradited to New York, where he was jailed and where after a few months, a larger indictment was brought against him.  He faces trial or a deal.  Mr.  Hammond is being held without bond in a New York facility.

Before he was arrested, Jeremy Hammond was involved in planning protests for NATO and G8.  As the NATO Summit neared in Chicago, the FBI conducted a campaign of harassment against NATO protesters and journalists.  Infiltrators were placed to entrap protesters from out of town, staying in Bridgeport, in a scheme to produce molotov cocktails, a form of bottle bomb that explodes on impact when tossed.  These charges appear to be pure entrapment.  The 3 men charged have been nicknamed the NATO3.   It has been reported that the FBI was involved in the entrapment of the NATO3, admitted there was no case, and then the prosecution was taken over by the desperate-to-impress Cook County State’s Attorney, Anita Alvarez. The case is being prosecuted under the Illinois Terrorism Law, which is so broad it is surely unconstitutional.  Let’s wait and watch – the first step for the lawyers representing the NATO3 should be to challenge this ridiculously broad law.  See this post on ILLINOIS ENTRAPMENT and this on ILLINOIS TERRORISM LAW.  (You can read about the petty harassing police work against the NATO3 at Bridgeport Cops vs The Occupiers.)

IF YOU or your friends were harassed while in Chicago for NATO, keep in mind the mechanism that harassed you is the same mechanism that is holding Bradley Manning captive for telling the truth.  It is the same mechanism that is trying to extradite Julian Assange and put him on trial – for revealing the truth about horrific war crimes.  If you had your door kicked in or had guns pointed at you during Chicago NATO,  please keep in mind you are victim of the same mechanism that is punishing Bradley Manning and Julian Assange  and Jeremy Hammond. You are part of the anti-war movement and/or part of the quest to reveal truth.

War crimes should be revealed, and if it took Bradley Manning, Julian Assange and Wikileaks to reveal this one, that is what it took.  The U.S. should stop tormenting these brave men for showing us the truth.  And the U.S. has no business delegating spy duties to a private company such as Stratfor.  In fact, the U.S. has no business spying on its citizens.

 UPDATE January 13, 2013: Now we add to the list:  Barrett Brown, a journalist who sometimes spoke to the press about Anonymous, the hacker non-group.  On December 4, 2012, Barrett Brown, who was already in a Texas jail awaiting trial on federal charges related to internet threats against an FBI officer who was involved in raiding his home months earlier and who refused to return Mr. Brown's computer, was indicted for allegedly posting a link to a cache of materials from the Stratfor hack, which was allegedly conducted by Jeremy Hammond at the urging of Sabu/ Hector Monsegur.  Allegedly, there were a few credit card numbers located within the cache of materials that Barrett Brown linked to on his Project PM website.  Project PM is a collective journalism resource, but federal indictments against Mr. Brown make it sound like a terrorism activity.  Perhaps that is how the U.S. government now views journalism.    This indictment stretches the posting of a single link to 12 criminal counts.  To my knowledge, a link has never been construed as a crime, let alone a single link as 12 crimes.  This bizarrely overreaching prosecutorial conduct would be laughable, except that it is very real and Barrett faces many years in prison.

DETAILED MAP OF MILLENNIUM PARK

The NATO summit will be held in Chicago on May 20 - 21 at McCormick Place Convention Center.  The main Chicago protest is May 20 at noon starting in Grant Park at the Petrillo Bandshell, which is on Jackson Drive about one block east of Michigan Avenue, behind the Art Institute.  McCormick Place is situated along Lake Shore Drive, in an area south of the Field Museum, Shedd Aquarium, and just west of Northerly Island, where there are concerts and a nature preserve.  Just south of McCormick Place is a bird and butterfly sanctuary.  McCormick Place is raised above street level and best accessible by vehicle from a ramp off Lake Shore Drive.   Therefore, attendees at the summit are unlikely to actually see the protests, but will more likely see portions of them on news reports.

WHAT CHICAGO IS LIKE:
Chicago is a beautiful city with wonderful formal parks downtown.  The downtown parks are Millennium Park and Grant Park.  Millennium Park has huge wondrous art, and a stunning Frank Gehry outdoor concert space.  CLICK FOR A SLIDE SHOW of Millennium Park.   DETAILED MAP OF MILLENNIUM PARK.

Grant Park has an outdoor concert space and many open fields. The parks host many music concerts and festivals, most of which are free and open to the public.  The main north-south  streets in the downtown area are Michigan Avenue and State Street.  Michigan Avenue has spectacular architecture, interesting shops and lots of places to eat at all price ranges.  The downtown area is home to many colleges and universities, including Columbia College, School of Art Institute of Chicago (SAIC), Depaul University, Roosevelt University, and many more.  Chicago has people of all races and ethnic backgrounds. Michigan Avenue is elegant and sophisticated.  Chicago people tend to be friendly, helpful, no-nonsense.  Chicago is a fantastic place to visit.

WEATHER: 
Weather in May could be gorgeous.  There could also be torrential rains, winds or tornados, or thunderstorms.  In the downtown area in May, it is a good plan to dress in layers.  Umbrellas will probably not be allowed into protest areas, so you may want to bring a small rain poncho or wear a jacket that will work in the rain.   Sturdy, waterproof hiking boots or shoes are best.  Chicago winds preclude wearing any hat, unless it ties at the chin.

Update: A May 20 protest run by a coalition of groups begins with a rally in Grant Park by the Petrillo Bandshell (one block east of Michigan Avenue on Jackson Drive, behind the Art Institute)  and then will parade south to 23rd and Indiana, right near McCormick Place.  That is one heck of a long walk!!   This is expected to be a family-friendly event.    Wear good walking shoes because  that will be a fast 3 mile walk. The end location on this march is very odd.  It is not a very safe area and it is not very accessible to any el or subway or good bus line, but it is as close to being "within sight and sound" of McCormick Place as possible. Expect to walk a lot more to a bus or train afterwards.  A European contingent is expected to attend this particular protest.  It is hard to estimate what attendance will be, but it sounds like the preparations are being made with about 100,000 people in mind.   Events in Chicago easily accommodate a million people with no particular trouble.  If it is your first time in a big crowd, just relax, because people around you and the City are very experienced at it.

Transportation to May 20 Protests - how to get there

A consortium of several  groups has applied for  a permit for a big protest rally and parade/ march on Sunday, May 20, starting at noon at Daley Plaza.  The groups that get the permits are responsible for the protest and are required to insure it against any damages.   The group with the permit will run the protest and tell people what is or is not allowed.  The rally will be about 2 hours long and then will kick off into a march of 3 miles, that will take about  two hours.  It  will probably start and end very much on time.   

Protests in Chicago have a great energy.  The march usually moves very fast.  There is usually drumming and music.  People chant and clap and smile and wave.  People on the sidewalk or up in buildings will wave and clap.  People in cars honk.  The police usually march along and are very friendly.  I have never seen anyone at a Chicago protest wear a face mask, bandanna, gas mask, etc.    People treat the police with respect and no one calls them names.   Please don't bring any bad energy to Chicago.

Usually the parade will end in a location miles away from where it started, and there may be some speeches and music.    Chicago is big on labor unions, schoolteachers, and senior citizens.  At any rally, they will usually be featured speakers.

SECURITY:  
Wherever the protests are held, expect security to be as high as if you were entering a rock music festival.  There is likely to be a screening to enter.  There is also likely to be a list of allowed items per person.  I have not yet seen any published rules, but items such as backpacks, bottles, or any hard, heavy, large, or metal items are not likely to be allowed.   Most Chicago streets are on camera.  Chicago police are always out in abundance at crowd events.  They will respect you if you respect them.  The US Secret Service and FBI are in charge of this event.  

CROWD MANAGEMENT:
In its downtown area, Chicago hosts many huge crowd events each year.  These include a blues fest, jazz fest, Lollapalooza, Taste of Chicago, fireworks, music concerts, air and water show, parades, and many other events.  Crowds at these events may range from about 80,000 for Lollapalooza to a million people for some of the major festival events.  President Obama’s inauguration party was held in Grant Park.  Major music acts play free concerts in Grant Park and Millennium Park.  All this goes off with usually no problems.  In Chicago, if you are on a downtown street or in a crowd, you are expected to conduct yourself as if you are walking down the hallway of an elegant building – with dignity and grace.

CHICAGO POLICE/ CROWD CONTROL/ SELF-CONTROL:
Chicago Police know how to do crowd management.  There are many huge crowd events in Chicago each year.  The people of Chicago also know how to act in a crowd.  They have learned this skill set by attending huge outdoor events downtown.  Do not come to Chicago expecting to display any stupidity in a crowd, because it will not be tolerated by people or police.  In crowds in Chicago, there is no running or walking fast, no pushing, no throwing, no screaming.  If you seem cocky or obnoxious or threatening, expect to be stopped or kept out.  If you act disrespectfully to a police officer, expect it to be the last thing you do before being zip-tied.  Chicago is a no nonsense sort of City.  Chicago people have no tolerance for it.  Chicago runs huge events all the time and everyone knows the code of conduct expected in a crowd.  In Chicago, if you get arrested for acting a fool out in public, people will smile and thank the police as the paddy wagon takes you away.  Don’t expect any sympathy or anyone donating to your bail fund.

SOUND:
All sound will be provided by the protest organizers obtaining the permit.  They are required to put all this on their applications.  Do not expect to bring your own. See the laws regarding sound at:

SIGNS to carry at protest:
Check beforehand as the date nears.  Security is going to be very tight.  The permit application originally required all big signs to be registered.  Some of those rules are loosening.  Exact rules are not yet known.  Do not expect to bring anything big or heavy. 

FROZEN ZONE:
It is my understanding that much of the downtown area is going to be a “frozen zone” during the summit.    Exactly what the rules will be is not yet known to the public. I expect it will mean anyone entering is subject to screening.

FLYING IN: Chicago has 2 airports – O’Hare and Midway.  Both have el trains that go downtown.  The “el” is what people in Chicago call the local CTA transit trains.  “El” means elevated.  An affordable plan is to fly Southwest Airlines to Midway and take the Orange Line CTA train downtown.  Southwest offers excellent prices online.  You don’t need a car if you stay in the downtown area and there is almost no place to park one anyway.  Paid parking can cost $30/per day.

TAXI CABS:
Chicago has many taxi cabs that you can catch by hailing.  That means you stand by the curb and flag one down when you see it coming.  When I ride about 2 miles in Chicago traffic that is mostly going, it costs about $7 - $10,  plus tip.

How to Get to May 20 NATO protest at Petrillo Bandshell

CTA is Chicago Transit Authority.  There are many trains and busses.  There are trains direct from Midway and O’Hare Airports to downtown.  To ride the  CTA, you have to buy a fare card at a train station.  You get two transfers per trip.  For example, bus, train, bus is one trip,  if completed in a 2-hour span.  You can also go into a grocery or Walgreen’s and buy a pass for unlimited rides for one, three, seven or thirty days.  If you are in Chicago for a weekend, the 3-day pass at $14 is a great bargain.   http://www.transitchicago.com/travel_information/fares/unlimitedridecards.aspx

WHERE TO STAY:

There is no camping space in Chicago. (there are a few churches with camping planned, please contact the CANG8 housing board.)  I wish the City would designate some park space for camping during the summit.  So far, this has not happened.  I think this should be a priority request, although to be real,  Chicago weather is often too rainy or windy for safe tent sleeping.   Maybe you can stay with a Chicago friend?  If not, there are hundreds of hotels at all price ranges.  Prices on the low end are about $130 per night on up.  Some places include a nice breakfast.  You can often find good deals online.  Be careful when buying online because hotels that are listed as “Chicago” may be 10 – 60 miles from downtown.  Ideally, you want to stay in the area bounded by Chicago Avenue on the North (or as far north as Division Street), Congress Parkway on the South, Lake Michigan to the East, and LaSalle Street to the West.  If you stay in this area, there will be no need for a car, you will find many wonderful things to see and do, and there are many places to eat at all price ranges.    

SPONTANEOUS PROTESTS:

MARKERS, PAINT, CHALK:
It is illegal to mark with any of these on the street, in a park, or on transit.  It is illegal to possess paint or thick markers in public with intent to mark.  Just don’t bring any of this.  If you need to make a sign, do it wherever you are staying.  Don’t bring a thick marker to a protest, because possession will subject you to arrest.

CAMERAS: 
Rules have not yet been stated, but my guess is filming in the frozen zones will be limited to those with official Chicago press passes.  No official word on this yet, but that is my educated guess.  It is possible small or phone cameras may be allowed in.

UPDATE: APRIL 28, 2012
According to news reports, Chicago police will not enforce the Illinois Eavesdropping Law during the NATO Summit in Chicago.  This means live streamers are free to record audio with their video without fear of prosecution under the eavesdropping law.  Please see this news article at the NorthWest Times. This is great news, since many streamers are expected to show up at the summit and protests.



G8 CAMP DAVID: Protests are being held May 18 – 19 in Frederick, Maryland, the second largest city in Maryland.  Occupy Frederick is organizing the protests to be legal, peaceful and non-confrontational.  Please respect this.  Planning is ongoing and help is welcome. NATO CHICAGO: 
The main protest is on Sunday, May 20, starting at noon.  This is a legal, permitted, insured, family-friendly, safe protest event. Please respect this.  It has taken many people a great deal of hard work and great expense to put this event together - so please respect it.


Sunday May 20 Schedule:
12 noon -  RALLY in Grant Park by Petrillo Bandshell.  This is in downtown Chicago one and a half blocks east of Michigan Avenue, between Monroe Street and Jackson Drive.  


1:45 PM - 4:00 PM  – MARCH kicks off after the rally.  This is a fast 3 mile march that takes 2 hours and 15 minutes.  The march will be in the street on a designated route and no off-shoots or detours will be allowed. The march heads toward McCormick Place, which is patrolled by the US Secret Service, which  has said it will have snipers, drones, etc.  Please be aware.  The march is planned to be peaceful, lawful, permitted, and family-friendly.  Please help keep it that way.

Where to Stay:  Chicago has no Occupy camp and there is no place to set up a camp in Chicago.  Some people not from Chicago have posted about camping in Chicago, but this is pure fantasy.  There is no place anywhere near Chicago to camp.  There is, however, a fantastic all-ages hostel right downtown.  You will need a reservation. There are group rates.  The hostel serves free breakfast and has a kitchen and social rooms.   If you plan to cook in the kitchen, there is a Jewel Foods, which is a big grocery store, about 4 blocks south of the hostel on Roosevelt and State.

There are also hundreds of hotels in all price ranges. I strongly suggest you stay actually in the downtown area bounded by Lake Michigan on the east, Franklin Street to the west, Congress to the south and Division Street to the north.  Some Public transportation to the south may be cut off during the summit, so you are best to stay downtown or north of it.


Chicago Police: I have heard stories about Chicago from people who obviously know nothing about it.  Chicago police are very friendly and have a commitment to facilitating protest.  They will usually be very present, but they lay back and do not bother people.  However, they will not tolerate any going in the street or “taking” a street at an unpermitted protest.  Also, they will not tolerate any form of property damage or vandalism, throwing anything, acting rowdy, or going where you don't belong.  Neither will people from Chicago tolerate any such things.  I have been told that holding tents are being erected on the grounds of Cook County Jail, for use for protest arrestees.  To be blunt – if you don’t follow the law in Chicago, you will end out spending your trip in one of those tents.  There are lots of fun and interesting things to do in Chicago, and I hope you choose to do those things instead.  

Transportation: You don't need a car in Chicago downtown area.  If you fly into Midway, you take the Orange Line CTA train downtown. If you fly into O'Hare, you take the Blue Line CTA train downtown.  These trains are connected into the airports, though hearty walking is involved.

Bikes: While downtown, you walk or might take any train or bus line or hail a cab.  A bike is also great and there are bikes for rent. THIS PLACE rents bikes, skates, etc. and does Segway and bike tours. THIS PLACE also rents bikes.  In Chicago downtown, you'll see lots of groups touring on Segways, people riding carriage-style bikes that hold four people, groups of skateboarders, and bikes.

Eating: Chicago downtown is full of thousands of places to eat at all price ranges.  Great food in lower price ranges can be found at Subway, Cafe Baci, Panera, Corner Bakery, hundreds of other places.  As a Chicago tradition, most places post a menu outside so you can check prices and selection.

FACILITIES:

Occupy Chicago – outdoor day time HQ is Lasalle and Jackson, but only when an actual gathering has been called.  Indoor HQ is at 500 West Cermak. Occupy Chicago has never had a camp.

MultiKulti – 1000 North Milwaukee. Indie Media Center that can be used by people coming for protest.  Also has drum circles, jam sessions, events.

Chicago Cultural CenterMichigan Avenue, entrances on Randolph Street and Washington Street.  Randolph Street entrance has Visitors Center with maps, brochures, and helpful people.

According to news reports, Chicago police will not enforce the Illinois Eavesdropping Law during the NATO Summit in Chicago.  This means live streamers are free to record audio with their video without fear of prosecution under the eavesdropping law.  Please see this news article at the NorthWest Times.

At the Chicago NATO Summit, a good portion of the downtown area is expected to be a "frozen zone."   There will be two types of press credentials -- Chicago News Media credentials, and then special NATO credentials issued by the State Dept.

 4-328-010  Credentials – Required.

     No person shall be eligible to gain access to areas reserved for the news media for the purpose of gathering and editing spot news or photographing news events unless such person is a legal holder of a news media credential as provided herein, and displays such credential prominently and in plain view on their person.

     For purposes of this chapter, the term “news media” means a newspaper or other periodical issued at regular intervals whether in print or electronic format, a news service whether in print or electronic format, a radio station, a television station, a television network, a community antenna television service, or a person or corporation engaged in making news reels or other motion picture news for public showing.

 4-328-020  Issuance authorized.

     The superintendent of police has power to issue news media credentials making the holder, upon properly displaying such credential prominently and in plain view on their person, eligible to gain access to areas reserved for the news media for the purpose of gathering and editing spot news or photographing news events in Chicago.  Such news media credentials shall be issued only to those engaged in gathering, reporting, editing, producing or photographing current news events for newspapers, press associations, radio stations and other news media.

 4-328-030  Application.

     The application for such news media credentials shall be made in writing on a form specified by the superintendent, and shall contain such information as the superintendent may reasonably require.  If the credential is sought for an employee of a news media organization, the application shall be made by the employer on behalf of the employee qualified to hold news media credentials. The employer shall represent that the employee on whose behalf an application for a news media credential is made is a reporter, editor, writer, photographer, producer  or broadcaster of spot news.  If the credential is sought for a person who is not an employee of a news media organization, the application shall contain such information and requirements as the superintendent shall specify by regulation.  No such credential shall be issued unless the applicant meets these requirements.

 4-328-040  Advisory committee.

     The mayor has power to appoint an advisory committee on news media credentials composed of five members, on which there shall be a representative of the mayor, a representative of the superintendent of police, a representative of the newspapers, a representative of the press associations, and a representative of the radio stations referred to in Section 4-328-020, which committee shall formulate rules of procedure, recommend standards of qualification, examine all applicants for news media credentials and advise with and make recommendations to the superintendent of police, where applicants are qualified, regarding the issuance of the same.

 4-328-050  Credential – Form and contents.

     The news media credentials shall be in such form as is designated and prepared by the superintendent of police and shall display a photograph of the credential holder.  There shall also be printed on the news media credential excerpts from this chapter to give notice of the prohibitions provided therein and associated penalty for violation and the conditions under which the credential is issued.  Such news media credential shall be valid for a period to be determined by the superintendent of police but not to exceed two years from the date of issuance.

 4-328-060  Surrender of credential.

     Upon termination of employment with the employer which applied for the credential, or other change in status that renders the holder no longer eligible for the news media credential issued to him, the holder or his employer shall return the credential to the superintendent together with a statement of the reason for the return.  It shall be a violation of this section to fail to return the credential under the circumstances set forth herein, and the employer and credential holder shall be jointly and severally liable for such violation.

 4-328-070  Credential – Revocation.

     The superintendent of police has power to revoke any news media credential for improper use thereof by the holder, and upon notice thereof to the employer it shall be the duty of the holder and the employer to immediately surrender the news media credential so revoked.

 4-328-080  Counterfeit or imitation media credentials.

     No person shall counterfeit or imitate, or attempt to counterfeit or imitate, any such news media credential so issued by the superintendent of police; nor shall any person use or exhibit, or attempt to use or exhibit, any such news media credential or any credential similar in appearance thereto for the purpose of obtaining press privileges or of passing police or fire lines without authority of the superintendent of police; nor shall any person represent that he is a holder of such news media credential unless he is the actual authorized holder.

 4-328-090  Regulations.

     The superintendent of police is authorized to promulgate regulations to effectuate the purposes of this chapter.  The violation of any such regulation shall be considered to be a violation of this chapter.

 4-328-100  Violation – Penalty.

     Any person violating any of the provisions of this chapter or any regulation promulgated thereunder shall upon conviction be fined an amount not less than $100.00 and not more than $200.00.
